"Municipal bond insurers are becoming increasingly active participants in chapter 9 bankruptcy cases. Many issues affecting the rights and obligations of municipal debtors, especially the relative claims and priorities of retirees, bondholders, and pension creditors, will likely be addressed in
various current high-profile cases. The resolution of these issues undoubtedly will also impact both the rights of bond insurers under existing policies as well as the future contours of the monoline insurance industry."
